Also, the Firm served as Planning and Development Consultants for the City of Opa-locka, Florida and prepared a FINDING OF NECESSITY for the Southeast Overtown Park West Redevelopment Agency of the City of Miami, Florida.

The purpose of the Southeast Overtown/Park West CRA is to revitalize the area by everything dealing with “slum” and “blight” within this district of the City of Miami. SEOPW CRA needed an experienced team of consultants to help develop a plan that transforms the area into a thriving mixed-use neighborhood and commercial hub.
The City of North Miami has a 9-acre parcel of land that they wanted to explore the highest and best use alternatives that would provide the greatest benefit to the community. In that regard, the CoNM retained the expertise of the consulting firm Elbert L. Waters and Company, LLC. The charge to this firm is to present the city of North Miami with a development concept that moves this nonproductive strategically located parcel out of its years of inactivity into productive reuse.
From 2015 – 2018 the City of Miami Gardens engaged the Professional Consulting Services of E.L. Waters and Company, LLC to perform its planning and zoning activities city-wide. We provided a variety of land development services to residents, businesses and the development community such as, site plan reviews, plat reviews Tentative/Final, and rezoning.
